Reporting to the Head of Portfolio Office

The Portfolio Controls Lead position was created to support the Enterprise Portfolio Office in enabling the organisation to become a capital delivery business and deliver record-level investments in infrastructure.

Initially the role was to assist in delivery of the Capital Delivery Transformation Program and entailed responsibility for specific initiatives in my area of expertise such as development of project controls standards before transitioning into a core portfolio specialist role.

 

Functions covered leading Portfolio Controls, including coordination, maintenance, and evaluation of the portfolio master schedule of Seqwater programs and projects to ensure clarity and effective assessment of costs, benefits, risks and dependencies at an inter-project and portfolio level.

Reporting to the Director of Project Controls, Downer Defence Services and responsible for the Planning function for Downer Defence Services.

Duties included establishing processes in line with Downer PMO procedures and PMBOK that covered:

  • Guidelines & Tender planning,

  • Project reporting, constructability reviews, auditing and delay analysis.

  • Liaison with Operational and Project Managers, coaching of tender and project delivery teams in relation to Planning and Project Controls.

Seconded to CASG Integration Division March 2022 to August 2022 as Scheduling Business Stream Lead to assist Integration Division’s transition to an EPMO.

Seconded to Land 200-2 TCN project LC3SPO, Critical Systems Branch April 2020 to September 2020 as TCN Project Controller to conduct an integrated baseline review of the contract master schedule (CMS) and the re-baselining of CoA integrated master schedule (IMS).

Seconded to eDLAN project – JC4ISPO, Critical Systems Branch CASG November 2018 to November 2019 as MSP Level 4 Master Scheduler to develop and implement a program recovery strategy.

Senior Planner reporting to Project Controls Lead, Brisbane based and responsible for Planning on the Albury to Parkes section ($1.2b) of the Inland Rail Program.

Responsible for managing the Planning & Project Controls function for Defence Projects in Darwin; Larrakeyah Defence Precinct and RAAF Darwin MTR.

Reporting to the Finance Business Manager, Engineering & Technology and responsible for the Planning function of the Project Performance Office in EC&M’s Engineering & Technology division.

Duties include establishing processes in line with Downer PMO procedures and PMBOK that covered:

  • Guidelines & Tender planning,

  • Project reporting, constructability reviews, auditing and delay analysis.

  • Liaison with Operational and Project Managers, coaching of tender and project delivery teams in relation to Planning and Project Controls.

Reporting to the Commercial Director Neil was responsible for establishing the Planning processes and systems along with the recruitment and training of Planning team members for a mid-tier Canadian construction company looking to grow to a top-tier business. Turnover growth 0f 200% over 3 years.

Sectors included Light Rail, Water, Rail and Renewable Energy.

Actively involved in the review of documents from tenders to claims and final accounts. Have worked on several key bids including Finch West LRT D&B, South West Calgary Ring Road D&B and Annacis Island WWTP D&B (Neil was also active in project start up for the latter two projects).

Claims analyst on the Macarthur Square shopping centre extension and redevelopment in Campbelltown NSW for Lend Lease. 

Reporting to the Estimating / Human Resources Director, Neil managed the Planning function of the business. 

Responsibilities include the recruitment, training & development of planning staff; creation and maintenance of company standards for planning; allocation of suitable planning professionals to tenders, projects and claims. 

Actively involved in all areas of the business from tending through construction to preparation of final accounts. 

​Reporting to the Project Leader, responsible for the planning and project controls functions for the K10 Berth Construction project at NCIG coal export terminal, Newcastle NSW.  

The K10 Berth Construction project consists of a 465m long steel piled, steel superstructure wharf.  The wharf is located in Newcastle, NSW, Australia, the works are part of NCIG’s Coal Export Terminal 3 expansion increasing the terminals capacity to 66Mtpa. 

In addition to the main works his role encompassed tendering for other works in the area to establish a larger company base in and around Newcastle and the greater Hunter region. 

Contract 1 

Planning and project controls manager on Preston Waste Water Strategy Project - value £225M.  

Responsible for all aspects (including staff) of planning and earned value management on this NEC option C contract reporting to the Project Manager.  

Works include design, procurement Construction and commissioning of terminal pumping station, MCC building, screens chamber, rising mains, storm outfall, and pump house along with all tunnels (using tunnel boring machines and associated plant), shafts (secant piled with segmental ring construction), manholes and tie in to exiting sewers throughout the Preston area (average depth shafts and tunnels of 20 - 30 metres) along with numerous satellite sites in and around the Preston area.  

Contract 2 

Reporting to the Divisional Manager supporting various projects from tender through to final account on Sellafield and other projects in the surrounding area yearly value £50M+.  

Contract works include EPC on nuclear decommissioning projects such as Separation Area Ventilation (SAV Project), value circa £75 million under NEC form of contract (option C). 

Tenders include the £34 million EPC scheme for the B41 retrievals building in separation under GC Works form of contract.

Works outside Sellafield include schools for the future projects such as the Westlakes Academy in Egremont on a site which contained the existing school. 

Perform presentations to all stakeholders on the planning philosophy. Develop tender programmes to first programmes and assist in producing information release schedules for design co-ordination, procurement schedules for placement of subcontracts & start up programmes and short term lookaheads for the project team.  

Lead Planner on various EPC scheme tenders over 100 million value; rail including Airdrie to Bathgate Operational Civils (new stations, earthworks, structures, new platforms to existing stations, possession planning; Building projects including Kendal Riverside Development (underground double basement car park, shops, offices and apartments); Park and ride schemes including Truro park and ride (car park and Eco building).  

Neil was responsible for production of tender programme & narrative, assessment of temporary works, plant requirements and method statements. Perform presentations to all stakeholders on the planning philosophy. 

 Provide onsite assistance to Planners and Project Managers for progress, commercial evaluation and claims.  

Laing O’Rourke Building 

 

Princes Dock Plot 12, Liverpool. Design and build (JCT) of a 30-storey residential development with retail outlets. Duties included managing / developing 3 trainee planners, assisting in design management & co-ordination of subcontractor design and procurement, process mapping & introduction of lean construction techniques such as Project Flow. 

Paradise Street Development Area, Liverpool. Highways & public realm works value circa £90 million on a project with total value circa £850 million. Responsible for setting up work packages, design & procurement co-ordination, liaising with all stake holders to identify most effective method of constructing the works with the minimum disruption to the public and the numerous contractors on site. Supervising a team of two planning engineers. 

Mersey Tram, Liverpool. Developing programmes & setting up systems including introduction of lean construction techniques in anticipation of a start on the £316 million line one of a three line network value circa £900 million. Duties included responsibility for 8 staff. The project was refused government funding and was shelved. 

Yorkshire Water AMP 4 Framework under NEC. Responsible for the management & development of 5 planners within the department, planning & co-ordination of design, procurement and construction activities, development of targets costs and cost forecasting on the £180 million project. 

During this time my role was enhanced to manage NRSWA and liaise with various local authorities in both co-ordination issues, settlement of fines and adopting procedures to prevent charges from occurring. 

In addition, he was responsible for tendering and subsequent role out of other contracts in the UK for the water business and the development of best practice procedures within the business.
